It includes everything but the largest emotion creators preorder, as that one breaks a lot of mods. When the mods are compatible, I'll add in that. Not sure if mods would be made compatible, especially if modding shifts to EC only. It has been said to "wait for a free patch" or "wait for Darkness dlc", which suggests modders might not do it. The engine components that break mods would have to become widely available, so not only in the preorder DLC, for it to be viable.
